The company is asking the Vermont Public Service Board for permission to measure wind in the Lowell Mountain range.
Plans for the wind farm call for up to 20 turbines -- like these -- producing as much as 50 megawatts of electricity.
But first GMP want to build three towers -- as tall as 200 feet...and use them to measure the wind for up to five years.
Dotty Schnure of Green Mountain Power says: "It will really help us evaluate the strength of the wind so that it will help with the economic analysis of whether it's really feasible to do the project and also if we determine it's feasible to do the project it will help us determine how many turbines the site can support and what time of turbine would be most efficient and effective to operate at that site."
This is the second proposal to build a wind farm in Lowell. A previous developer let its testing permits expire without moving forward on the project.
