MILLSFIELD - Granite Reliable Power will have to wait several more weeks to get the final order and certificate of site and facility for its proposed 99 mega-watt wind farm in Phillips Brook.
The subcommittee of the state Energy Facilities Site Evaluation Committee Friday extended the deadline to issue the final permit from June 30 to July 15.Wrapping up deliberations on June 10, the subcommittee voted unanimously to issue the permit but also added a number of conditions that Granite Reliable Power must follow. The final permit, which is being written by SEC counsel Michael Iacopino, will spell out in detail all of the conditions.
The subcommittee set a June 30 deadline for the final order. But last week, the subcommittee held a public hearing and voted to extend the deadline for the final order. Many of the conditions deal with the environmental concerns of siting the 33 turbines at high elevation in four strings or sets of turbines. The project has already had several extensions. Granite Reliable Power submitted its application to the SEC in July 2008 and under the statute, the SEC was required to make a final decision by April 6.
But at the close of testimony in March, the parties agreed to extend the April 6 deadline to allow more time to submit written briefs. Then the Industrial Wind Action Group successfully filed to reopen the public record after the committee asked for additional data on three topics.
While the SEC order is a big step for the project, Granite Reliable Power must still get permits from the U.S. Army Corp. of Engineering and the Federal Aviation Administration. The company hopes to begin construction next year.
