PENDLETON -- The Umatilla Planning Commission is considering a proposal to keep wind turbines out of the Blue Mountains of Eastern Oregon.

The "No Turbine Zone" would amend the county's plan. Proponents say it was a result of secrecy about plans for the developments.

The land in the proposal runs from Highway 11 in the east to the Umatilla National Forest on the west, between the Washington state and Confederated Tribes of the Umatilla Indian Reservation.

The commission begins work on the issue Thursday and plans more meetings in July and August. Eventually, its recommendation would go to the county commission.
