Wind farm proposed in Franklin County
BRANDON, N.Y. An energy company says it will submit a proposal for a wind farm in Franklin County early this summer.

The way was cleared for Noble Environmental Power to submit the plan after an effort to ban the power-generation sites in the town of Brandon was defeated by the town council.
Noble already has three operations under way in Clinton County. The company says it will start looking at potential sites for a 100-megawatt wind-farm operation.
The company would be able to take advantage of tax credits and other benefits from the state. Governor Pataki has vowed that by the year 2013, 25 percent of New York's energy usage will come from renewable sources such as wind.
Connecticut-based Noble has been investigating the possibility of building as many as 70 of the standard 265-foot turbines in the Town of Brandon. A small group of residents asked for a ban on wind farms, but the town council voted that down this week.
The same group convinced Town of Malone officials to adopt strict wind-farm regulations that effectively end the possibility of the giant towers there because the law limits tower height to 80 feet.
