By secret ballots, the six members elected J. Stephen Bingeman as chairman and Judy E. Tubolino as vice-chairwoman. William DiTrinco joined Mr. Bingeman, Mrs. Tubolino, Rosemary Forbes, Darryl Hyde and Patricia A. Booras-Miller on the committee. Cindy L. Grant sat in for Ms. Booras-Miller, who is out of town.
If no other members of the public join the committee, Mr. Bingeman will sit out any vote so there will not be a tie. In the event the committee is divided on what recommendations to give the Town Council, it will present the information outlining the pros and cons.
Since the last meeting, Mr. Bingeman consulted officials at Fort Drum and the Federal Aviation Administration on concerns that turbines could interfere with radar.
"They see no problem with it at this time," he said. "They're not near enough to Fort Drum or Dexter where they would cause a problem with the radar."
He said that if turbines were planned for east of Interstate 81, Fort Drum officials would want to know and that it could cause some problems.
Facilitator Charles E. Ebbing found an extensive list of environmental, health and safety concerns that the town of Bethany, in Genesee County, had developed and explored. The committee asked Orleans Councilman Thomas A. Johnston Jr. for direction from the council on what would fall outside its scope.
At the next meeting, 7 p.m. Feb. 6 at the Orleans town office, Paul E. Carr, an engineering professor at Cornell University, Ithaca, and Clifford P. Schneider will present information on turbine noise. The committee members encourage the public and town officials to attend the meetings.
After the issue of noise, the committee members will prioritize topics to investigate.
