Administrative Law Judge, Rafael A. Epstein has handed down his recommended decision on whether Iberdrola, S.A. should be permitted to acquireEnergy East Corporation and its subsidiaries. Judge Epstein's primary recommendation is that the Commission "disapprove the transaction on the ground that it does not satisfy the "public interest" requirement of Public Service Law (PSL) 70. The below statement was filed with the Logan County Planning Commission in regard to the Rail Splitter wind energy facility proposed for Logan County, IL.

The Windfarm perception project shows that the sound of wind turbines causes relatively much annoyance. The sound is perceived at relatively low levels and is thought to be more annoying than equally loud air or road traffic. This may be caused by the swishing character of the sound or because at night it does not decrease in strength -which is usually the case for traffic noise. Also in this study more disturbance of sleep occurs at the highest sound levels that occurred in this study. ...In the WINDFARM perception project, supervised by Frits van den Berg, the perception was investigated of modern, tall wind turbines by Dutch residents. The study shows that sound from wind farms is an important disadvantage of wind energy which in itself is positively appreciated by a majority of the participants.

Concerned Citizens to Save Roxbury have petitioned the Roxbury, ME selectboard to hold a special meeting to determine whether the voters would support a 180-day moratorium on wind energy development. This full-page advertisement appeared this week in both the Blackfoot and the Post Register newspapers in Idaho. The ad responds to the recent 4-3 vote by the Bingham County Planning and Zoning Commission to approve a giant wind project in Wolverine Canyon. An appeal of the decision has been lodged with the County Commissioners.
