This agreement was drafted by attorneys in the State of Illinois. If adopted as a condition of approving a wind energy facility, the agreement would guarantee property value protections for landowners whose property is located within the footprint of the project site.
The Logan County, IL zoning board of adjustment is conducting a public hearing on Horizon Wind's Rail Splitter wind facility. Mr. Len Freeman of Emden, IL presented this testimony before the Board. Administrative Law Judge, Rafael A. Epstein has handed down his recommended decision on whether Iberdrola, S.A. should be permitted to acquireEnergy East Corporation and its subsidiaries. Judge Epstein's primary recommendation is that the Commission "disapprove the transaction on the ground that it does not satisfy the "public interest" requirement of Public Service Law (PSL) 70. The below statement was filed with the Logan County Planning Commission in regard to the Rail Splitter wind energy facility proposed for Logan County, IL.
Testimony of Mr. Michael McCann, a certified general real estate appraiser with 28-years experience appraising residential and commercial property. Mr. McCann addresses the possible impacts of wind turbine development on residential properties located within 1500-feet of the turbines. Richard James is a noise control consultant and acoustical consultant with E-Coustic Solutions in Michigan. In his testimony before the Tazewell County Zoning Board of Appeals in IL, Mr. James addresses the noise study conducted by Horizon Wind for the Rail Splitter wind energy proposal.
