Background and Purpose:
Vermont’s energy needs are growing while its future energy sources remain uncertain. At the same time, Agency lands are under ever-increasing pressure to serve more uses and needs. Part of meeting Vermont’s future energy needs will likely involve development of additional renewable energy sources in Vermont. The role of Agency of Natural Resource (ANR) lands in accommodating wind energy and other renewable energy projects has been the subject of recent public debate and is the focus of this policy.

Annual Report on U.S. Wind Power Installation, Cost, and Performance Trends: 2006

DOE released its first Annual Report on U.S. Wind Power Installation, Cost, and Performance Trends: 2006 on May 31st, providing an overview of developments and trends in the U.S. wind power market. The report analyzes trends in the marketplace, including wind power prices compared to wholesale electricity prices, project costs, turbine sizes, and developer consolidation. It also describes the increasing performance of wind projects, current ownership and financing structures, and trends among major wind power purchasers.
The report notes that U.S. wind power capacity increased by 27 percent in 2006 and that the United States had the fastest-growing wind power capacity in the world in 2005 and 2006. For the second straight year, the United States led the world by installing 2,454 megawatts of wind power capacity in 2006—16 percent of the capacity installed worldwide that year—followed by Germany, India, Spain, and China. Leading the way in annual growth capacity in the United States are Texas, Washington, and California.

This appeal was filed by the Concerned Citizens to Save Roxbury ("CCSR") in response to the August 20, 2009 final order issued by Maine's Department of Environmental Protection granting approval for Record Hill Wind LLC to construct a 22-turbine wind energy facility in Roxbury, Maine. The aggrieved parties further request a public hearing on its appeal on the grounds that credible, conflicting medical and technical information regarding the licensing criterion and it is likely that a public hearing will assist the State in understanding the evidence.

EIA Lowers its Forecast for the Contribution of “Wind Energy”

The latest annual energy forecast issued by the US Energy Information Administration (EIA)
indicates that, by the year 2030, wind energy would supply less than 1% of US electric
generation and about 4/10 of 1% of total US energy consumption.
This forecast, which likely overstates the potential contribution of wind energy, helps show that officials of the wind industry and US Department of Energy are misleading the public, media and government officials with their claims that wind might supply 20% of US electricity.

Final Report: Blue Ribbon Panel on Development of Wind Turbine Facilities in Coastal Waters

During the past 15 months, this Blue Ribbon Panel has identified myriad costs and benefits related to development of offshore wind turbine facilities in New Jersey’s coastal waters. Because of the lack of basic scientific data, however, this Panel cannot characterize the appropriateness of offshore wind development for this state’s coastal waters. Nonetheless, this Panel has found that New Jersey is facing a serious and growing energy crisis that must be addressed. New Jersey must assume a leadership role and set an example of responsible development of energy technologies that are reliable, renewable, and low-or zero-emission.

Glebe Mountain Group: Comments To Windham Region Planning Commission Regarding June 12, 2006 Draft of Regional Plan

Vermont regional commissions are responsible for updating their respective 'plans' every five years. The Windham Regional Commission (WRC), comprised of representatives from the 27 towns in Windham County, submitted a draft of its updated plan for public comment in late June 2006.
Given the prevailing public concerns regarding energy, the energy section of WRC's draft plan was of particular interest. Specifically, the Glebe Mountain Group, an incorporated non-profit organization that has been actively engaged in protecting Glebe Mountain from industrialization, felt is was imperative that industrial wind generation projects not be encouraged or accorded any presumption that they serve the public good.
The Glebe Mountain Group's comments on the plan are attached as is the original 'draft' WRC plan. Some of the specific comments related to wind energy are extracted below as is the conclusion. These comments were fully endorsed by The Friends of Glebe Mountain, an unincorporated 100% volunteer group comprised of residents of and non-resident property owners in the towns of Londonderry and Windham.

Impact of a large-scale offshore wind farm on meteorology: Numerical simulations with a mesoscale circulation model

In this thesis the meteorological effects of a large-scale (9000 km2) offshore wind farm in the
North Sea were simulated using the MM5 mesoscale model. The wind farm was simulated by
introducing a higher roughness length (0.5 m) in the area of the wind farm. The meteorological
effects were examined by comparing model runs with and without wind farm. Turbulent kinetic
energy, cloud formation, precipitation and wind speed reduction were studied. Two case studies
with westerly flows were performed. The first case study begins at 00 UTC July 1st 2001 and ends
at 18 UTC July 3rd 2001. The second is from 00 UTC October 2nd 1999 to 18 UTC October 4th
1999.
