USFWS comments on DEIS prepared for Deerfield Wind proposal, Green Mountain National Forest

Iberdrola has proposed a wind energy facility to be erected on national forest lands in the Green Mountain National Forest located in Vermont. The Forest Service released the draft environmental impact statement (DEIS) in September 2008. The full DEIS can be accessed at http://www.windaction.org/documents/17983. The US Fish and Wildlife Service submitted comments on the DEIS. These comments can be downloaded by clicking on the link at the bottom of this page.

VA SCC Final order for Highland New Wind

The VA SCC issued its final order that conditionally approves the Highland New Wind Development, LLC application to construct and operate a wind energy generating facility in Highland County, Virginia, near the West Virginia border. The proposed facility would consist of up to twenty (20) wind turbines of up to 2.00 MW capacity each. The order included comprehensive monitoring and mitigation for wildlife impacts (bird and bat) and could serve as a model for other projects. One of the commissioners dissented on a provision in the monitoring and mitigation plan.

Army Corps letter to Sheffield Wind regarding individual wetlands permit application

Army Corps' letter to UPC Wind states that the Sheffield Wind project "is not eligible for authorization under the VT General Permit, and must be reviewed under the individual permit review procedure." The letter further states that UPC Wind "may not proceed with any proposed work within our jurisdiction until you have received written authorization from this office." Maple Ridge Wind Power Avian and Bat Fatality Study Year One Report FINAL REPORT

The following report describes the research design, initiation and completion of the first
year of postconstruction study (fall migration only) of avian and bat collision fatalities at the 120 turbine
Maple Ridge Wind Power Project in Lewis County, New York.
The work was conducted in accordance with the “Proposed Scope of Work for a
Postconstruction Avian and Bat Fatality Study at the Maple Ridge Wind Power Project,
Lewis County, New York” dated March 14, 2006, and agreed upon in mid-May 2006,
after several revisions. People/agencies who reviewed the proposed scope of work
included staffers from the U. S. Fish and Wildlife Service (USFWS), U.S. Army Corps of
Engineers (ACE), Environmental Design and Research (EDR), NYS DEC staffers,
developers (PPM and Horizon), and others. Representatives from some or all of these
groups have been included in a Technical Advisory Committee (TAC), which has the
responsibility of reviewing and commenting on progress reports, annual reports, and
other updates from this project.

WV PSC Order to deny Liberty Gap wind project

By the reasons set forth in this order of Jun 22, 2007, the West Virginia Pubic Service Commission refused to issue a siting certificate to Liberty Gap Wind Force, LLC (Liberty Gap) to construct a wind turbine electric generating facility (Project) in Pendleton County, West Virginia. The applicant, US Wind Force, LLC, a Delaware limited liability company, had proposed constructing up to 50 wind turbines. The total output of the project would be up to 125 megawatts.

H.R. 2337 just introduced in the US House of Representatives by Congressman Rahall (D-WV), Chairman of the House Natural Resources Committee. Title II, Subtitle D (beginning with Sec. 231 on page 39) of the bill addresses the safe siting of wind energy facilities. This specific section can be found below.
