Comments on Tule Wind LLC’s Proposed general plan and zoning ordinance Amendments

The following comments were submitted to the Department of Planning and Land Use in San Diego County California in opposition to Iberdrola-Tule Wind LLC's request for amendments to the County's General Plan, the local Community Plan, and to the existing and draft revised Wind Energy Ordinance. The comment letter was prepared by Attorney Stephan Walker on behalf of several grass-roots non-profit groups.

This report by the U.S. Energy Information Administration (EIA) provides an update to a 2008 report that provided a detailed direct federal financial interventions and subsidies in energy markets in fiscal year (FY) 2007. The value of direct federal financial interventions and subsidies in energy markets doubled between 2007 and 2010, growing from $17.9 billion to $37.2 billion. The growth in expenditures to renewables is substantial compared to other fuel types.

This memorandum analyzes overall energy production relative to energy tax incentives available across energy sources. To complete this analysis, Congressional Research Service (CRS) compiled data on primary energy production and the cost of energy-related tax provisions. The analysis was confined to the broad categories of fossil fuels and renewables and includes only federal tax incentives. Other types of federal financial support for energy, such as research and development (R&D) funding are not included in the analysis below.
