ADVISORY CIRCULAR: AC 70/7460-1K Obstruction Marking
and Lighting-- This change amends the Federal Aviation Administration’s (FAA)
standards for marking and lighting structures to promote aviation safety. This change is effective August 1, 2000.....A sponsor proposing any type of construction or
alteration of a structure that may affect the National
Airspace System (NAS) is required under the
provisions of 14 Code of Federal Regulations (14
CFR part 77) to notify the FAA by completing the
Notice of Proposed Construction or Alteration form
(FAA Form 7460-1). The form should be sent to the
FAA Regional Air Traffic Division office having
jurisdiction over the area where the planned
construction or alteration would be located.

Editor's Note:The US DOE's Office of Energy Efficiency and Renewable Energy (DOE-EERE) and its National Renewable Energy Laboratory (NREL) are funding (at taxpayer expense) "wind working groups" in many states. While not all "wind working groups" identify their members, many of those that do appear to be comprised of wind 'advocates' only. You can find out more about these "wind working groups" by visiting the DOE site via the link below.

The Steuben County Industrial Development Agency (IDA), as lead agency in the State Environmental Quality Review Act (SEQRA) process, is considering potential impacts from construction of 53 wind energy turbines which would generate approximately 79 megawatts of power. Turbine structures are anticipated to be approximately 389 feet tall from the ground to the highest blade tip. Structures such as a substation, 4.8 miles of buried cable, an unspecified amount of overhead transmission lines, and 3.4 miles of access roads must also be built in the 33,000 acre project area. This project is situated at the southern end of the Finger Lakes, near the New York State Department of Environmental Conservation (NYSDEC) Hi Tor Wildlife Management Area, the Hi Tor Bird Conservation Area, and generally along a north-south oriented ridge.

U.S. greenhouse gas emissions declined 1.5 percent in 2006

Total U.S. greenhouse gas ( GHG ) emissions were 7,075.6 million metric tons carbon dioxide equivalent ( MMTCO2e ) in 2006, a decrease of 1.5 percent from the 2005 level according to Emissions of Greenhouse Gases in the United States 2006, a report released today by the Energy Information Administration ( EIA ). ...Emissions of carbon dioxide from energy consumption and industrial processes, which had risen at an average annual rate of 1.2 percent per year from 1990 to 2005, declined by 1.8 percent in 2006. The decline in carbon dioxide emissions from 2005 to 2006 can be attributed to a one-half percent decline in overall energy demand and a decrease in the carbon intensity of electricity generation.
