Memo from the Massachusetts Department of Public Utilities Chairman, Paul Hibbard, to the ISO New England. Chairman Hibbard expresses his concerns over the push to regionalize costs for building expensive transmission lines to service renewable projects (wind) built far from load centers. Current FERC rules are unclear on how to justify distribution of the costs across all ratepayers within the region unless it can be shown such transmission is needed to ensure the reliability and integrity of the grid.
The Guidelines require that “In order to facilitate a viable wind energy industry, planning applications need to include sufficient information and explanation to allow responsible authorities to come to sound and timely decisions”.
Unfortunately, the application for a planning permit by Macarthur Wind Farm P/L fails to include sufficient information. The panel should therefore recommend that the a permit not be granted, and should ask the proponent to resubmit its application with
(i) A full estimate of all economic costs of the proposal, both internal and external.
(ii) A soundly based forecast of greenhouse gas abatement outcomes, based on the best available data and an independent, peer reviewed computer modelling of the NEM
(iii) A full, project specific, assessment of the energy and greenhouse gas costs of the proposal itself, including all directly and indirectly associated activities.
In its submission today, the department will not reiterate all of the matters raised in the 21 October submission, rather the department wishes to focus largely on the matters arising from this proposal affecting Brolga and Southern Bent-wing Bat.
The Magnolia Township in Rock County Wisconsin passed a wind ordinance to govern placement of wind energy turbines in the town. These meeting notes detail the thinking of Dr. Dora Mills, State of Maine Public Health Director and Staff of the Maine Department of Environmental Protection regarding wind turbine noise. At the time of this meeting, attendee Andrew Fisk of Maine DEP had notified First Wind that their wind facility in Mars Hill ME was operating in compliance with the permit he had issued. Dr. Mills was preparing to present information on turbine noise before the Maine Medical Association meeting later in the month. All attendees were discussing how to proceed with two other wind projects proposed in the State. Both proposed projects use RSE to model the preconstruction noise levels.
The State of Maine Board of Environmental Protection denied the application of Passadumkeag WInd Park LLC to construct a 14-turbine, grid-scale, wind energy development. The denial was tied to the impact of the turbines on Scenic Resources of State or National Significance. An brief excerpt of the order is provided below.
