The objective of this study is to assess the costs that could be incurred by Idaho Power in modifying its operations at the Hells Canyon Complex for “integrating” or incorporating wind energy onto its system.

The intermittent and unpredictable nature of wind generation requires a utility to have generating resources available which can increase or decrease generation on short notice in order to keep the interconnected power system balanced. While hydroelectric power plants are well suited for performing this function, there are operational impacts and costs associated with operating Idaho Power hydroelectric plants in a manner that maintains reliability and facilitates integration of energy from wind generation facilities.

The issues surrounding the integration of wind generation on interconnected power systems are numerous and complex. This study provides a first step toward understanding those issues.

NREL has started to analyze the wind climatology at advanced turbine hub heights based on data measured on existing tall towers in Kansas, Indiana, and Minnesota. The highest measurement level at these towers was 90–110 m. There are two significant findings from the analysis: (1) the difference in wind resource at tall tower sites in the central United States seems to be controlled by the strength of the noctural and southerly winds; and (2) the average wind shear exponent of 50-100 m at tall towers in the central United States is influenced by strong southerly winds and is significantly higher than the 0.143 often used for conservative estimates of the wind resource at turbine hub height.

Researched and written by Eleanor Tillinghast of Green Berkshires Inc. this is a comprehensive study of the probable impact of industrial wind plants on the rural character, quality-of-life and economy of the Berkshires in western Massachusetts. Specific issues addressed include visual aesthetics, tourism, property values, public roads and public safety.

A Virginia Tech research center has concluded that more study is needed to determine a prudent plan for using so-called “green energy” in Virginia. A study was commissioned by Virginia Commission for Electric Utility Restructuring as the result of a series of meetings last year among renewable energy industry officials, lawmakers, state agencies, and environmental groups.

The wind energy debate represents a new kind of environmental controversy which divides environmentalists of different persuasions who attach contrasting priority to global and local concerns. Case studies of public attitudes towards existing and proposed windfarm developments in Scotland and Ireland are used to test three counter-intuitive hypotheses derived from previous attitudinal research.

The pro-wind pre-disposition of the authors is evident and should not be ignored when evaluating survey results. Survey respondents generally expressed support of wind energy based on the belief that it was a solution for global warming. Given wind energy's limited effectiveness in reducing greenhouse gases based on today’s studies, we question how survey participants might respond if contacted again. The report also comments that communities selected had no organized opposition to the wind facilities. Today, throughout England, Wales and Scotland, organized opposition is the norm, not the exception.

The disparity between the average electric rates Vermont’s residential and business customers pay, and the average rates paid by customers in the U.S. as a whole, has steadily increased. In 1990, Vermont’s residential electric rates were about 15 percent higher than the U.S. average, commercial rates were about 20 percent higher, and industrial rates were some 35 percent higher than the U.S. average. Today, that disparity has grown to about 50 percent for all three classes"....

Hugh Sharman is an energy consultant, based in Denmark. Most of Incoteco’s work is done for and with large energy companies seeking innovative environmental solutions to practical problems. An example is its leading role in the formulation and development of the “CO2 for EOR in the North Sea” (CENS) project during 2001. During 2004, Incoteco (Denmark) ApS completed a wind-energy related study for the Danish Energy Agency that was also supported by a number of important Scandinavian energy companies. Its purpose was to find more effective uses for the large wind power surplus that is generated in West Denmark.

The Renewable Energy Foundation is a newly created foundation which has arisen from widespread and growing public concern that the current renewables energy policy is in itself unbalanced, and causing subsequent imbalances in the rest of the energy sector. REF encourages the development of renewable energy and energy conservation whilst safeguarding the landscapes of the United Kingdom from unsustainable industrialisation. In pursuit of this goal, REF highlights the need for an overall energy policy that is balanced, ecologically sensitive and effective.
