Green energy is the only option for ending Ontario's reliance on coal plants, a spokeswoman for Energy and Infrastructure Minister George Smitherman said yesterday. While there may be unanswered health questions related to industrial wind turbines, there's no doubt about health risks associated with coal burning power plants, Smitherman's press secretary Amy Tang said. "We have to remember why we entered into renewable energy in the first place, which was our commitment to get off coal," she said.

Eastern states from North Carolina to Maine are working on plans for offshore wind power. Why is nothing happening off the West Coast, where the winds also blow strong? The main problem, experts say, is topography. Whereas the continental shelf extends for miles off the East Coast, the bedrock drops off sharply just beyond the West Coast –- making it too deep to anchor the turbines with current technology.

Mounting questions about how wind turbines affect people's health justify MPP Bill Murdoch's new call for a provincial moratorium, the region's top doctor said yesterday. "To me this is a real welcome move," said Dr. Hazel Lynn, the Grey Bruce medical officer of health. "When there's as much upset as there is, I think the politicians should be paying attention to it." Murdoch, the Conservative MPP for Bruce-Grey-Owen Sound, said late yesterday he will introduce a resolution Oct. 29.

Across the USA, states are falling short of their goals to increase the use of renewable energy as Congress weighs a national renewable-energy standard. Thirty-five states have set goals to use more electricity from solar panels, windmills and other renewable forms of energy, according to a database funded by the Energy Department. There is no central clearinghouse of states' compliance records, but USA TODAY research and interviews with state and power company officials found nine states that have failed or expect to fail to meet their energy goals.

A plan by a Midwest utility to distribute energy-efficient light bulbs to customers backfired when it was learned that the recipients would not only have to pay for the bulbs, but also pay the utility for the electricity they wouldn't be using. Ohio's governor sent a letter to regulators who pulled the plug on the program for now, or at least on the charges that caught consumers off guard.

Bruce-Grey-Owen Sound MPP Bill Murdoch announced yesterday he will call for a provincewide moratorium on wind turbine projects later this month. Murdoch said in a news release yesterday he will introduce a resolution, which he expects to be debated on Oct. 29, that calls on the province and its chief medical doctor to state whether or not wind turbines cause health problems for people who live near them. Murdoch said the government has a responsibility as well as a mandate to investigate such claims.

States from Maine to Maryland are exploring ways to share potential infrastructure, like strings of underwater transmission lines, and know-how about siting, permitting and building fields of turbines off their coastlines. The states met in New Jersey early this week for a clean energy summit, and participants said a main theme emerged: An offshore industry will be created more quickly if they act as a team. That could mean more jobs, local energy in a region that is reliant on borrowed power, and cost savings for a fleet of facilities on the outer continental shelf.

The Martha's Vineyard Commission (MVC) last Thursday voted 12 to 1 to accept a nomination to create an Island wind district of critical planning concern (DCPC) that would cover the airspace above 220 feet over the waters of Dukes County. The purpose of the DCPC is to provide a framework to regulate large-scale wind turbine development, according to the MVC. ...Acceptance of a nomination immediately triggers a moratorium on development permits.

Governor Beverly Perdue, Senate President Pro Tempore Marc Basnight, and Representative Tim Spear hosted the meeting at Cape Hatteras Secondary School. "If water levels are rising as predicted and we take no action, we will have made a terrible mistake for the people who come after us," Basnight said in opening remarks to a crowd of more than 250 people assembled in the school auditorium.

Almost all who testified praised the interim report of the President Barack Obama's Interagency Ocean Policy Task Force, but their recommendations for regulation of the United States coastline varied widely. ...Perhaps the interim report's most far-reaching recommendation is for an "ecosystem based approach." Martha's Vineyard selectman Warren Doty noted that approach was not in evidence at a recent meeting of the National Marine Fisheries Council.

Gov. John Baldacci and a national energy expert on Tuesday touted Maine's capacity to become a major producer of wind power and manufacturing jobs as the nation shifts to greener sources of energy. But just outside the wind energy conference where the two men spoke, several dozen protesters accused the Baldacci administration and wind power companies of ignoring the impacts that the enormous turbines can have on the health and property values of nearby residents as well as on wildlife.

As developers pursue the construction of wind farms in Wyoming, some questions linger about the nature of wind rights and how they relate to land ownership. Wyoming lawyers generally agree that whoever owns the surface of the land also owns the rights to develop wind resources. But the Wyoming Legislature has not addressed whether landowners can sever wind resources from their property, as state law allows for mineral resources.

Maine was one of 10 states to create the nation's first market-based system to fight climate change. By putting a price on carbon dioxide emissions, it encourages large power plants to become cleaner and more efficient. It's too early to measure any effects on pollution or on electricity prices, especially given a recession that has reduced production - and thus emissions - far more than any government action.

To paraphrase a southwest Wisconsin lawmaker, now the devil is in the details. On Wednesday, Gov. Jim Doyle signed a bill that calls for state regulators to come up with statewide rules for wind farms. The state Public Service Commission's rules will trump any local ordinances, including several moratoriums enacted by the Smelser Town Board of Trustees.

When the wind blows, a massive amount of power flows to the grid and "any time you get that amount of power into the auction system of the power pool, it's going to crush price," said Rob Falconer, director of distributed generation for the utility. The push to buy carbon offsets in a carbon-constrained world plays a strong role in developers' estimating profit margins, but existing uncertainty over prices makes the debate over sinking billions of dollars into extensive transmission projects even more relevant, he said.

Rhode Island's congressional delegation met with Governor Carcieri and other officials on Friday for a briefing on the progress of two wind farms being proposed in state coastal waters.
