When some residents of the eastern side of Livingston County opened their mailboxes earlier this week they had a blank white envelope inside with their mail.

According to the letter inside, Livingston County Board member Judy L. Campbell had delivered the non-addressed, non-stamped envelope to the mailbox.

While Campbell may have identified herself as a county board member, Livingston County Board Chairman William Fairfield said the board has no part in this survey and did not even know of its existence.

“We did not know of its existence until we started being contacted by people who had received the material from Judy,” said Fairfield.

These envelopes were delivered specifically to residents of southern Broughton Township and northern Sullivan Township.

Inside the envelope were a cover letter from Campbell, a survey form and a return self-addressed envelope in which the completed survey was to be mailed back to her.

The cover letter and the survey deal with the application by Vision Energy of Ohio’s proposal for K-4 wind farms in the two townships.

Vision Energy has filed an application with the county and will have a hearing date set within the next few weeks to determine approval or disapproval of their plans for wind towers in these two townships, according to Fairfield.

Campbell’s letter explains that she has been on the board since December.

“Soon it is likely I will be casting a vote as to whether to permit this particular wind farm,” Campbell said in the letter. “My vote will be based on the many factors including testimony to be presented at the hearing of the Zoning Board of Appeals as well as my personal knowledge of the issues. Because you a resident in or near the proposed wind energy power plant you will be directly impacted and I desire to know your thoughts.”

Fairfield said he had received calls concerning Campbell’s letter and attached survey.

“While Judy has the right to use this survey, it should not contain any reference to the Livingston County Board,” said Fairfield. “The inclusion of the telephone number of the county board office should not have been included in this mailing. The board has nothing to do with what Judy has chosen to do.”

The board chairman explained the role all 24 board members will play in the Vision Energy hearing and any future wind farm proposal hearings.

“In any hearings on wind farms, the county board must remain impartial and judge each application on its own merits,” he said. “This survey was not discussed or voted on in any committee nor was it acted on in any meeting of the county board. It is neither authorized or supported by the Livingston County Board.”

Fairfield said he had contacted Campbell by telephone on Thursday afternoon to explain to her that the board was not sanctioning this survey and that the board’s office telephone number could not be used in connection with the matter.
