The legislation failed on the first attempt on Friday, when Lt. Gov. Dennis Daugaard broke a 17-17 tie by voting against it.

An attempt to reconsider the bill on Monday fell short 17-18, as Sen. Jim Bradford, R-Pine Ridge, switched from yes to no.

Bradford had originally voted yes on Monday. He also voted for the bill on Friday.

Legislation sponsored by Kloucek, D-Scotland, has rarely passed in either chamber throughout his 19 years in the House and the Senate.

Kloucek's wind tax-break, SB94, would have allowed $30,000 of the total value of the tower, base, foundation and substation to be exempt from property taxes.

The exemption would have applied to systems producing electricity for noncommercial purposes, if the generation capacity was less than 5,000 kilowatts - the equivalent of several wind towers, depending on the system.

The value of the turbine and blades wouldn't have been eligible for the exemption.

All 13 Democratic senators who were present supported the bill on Friday, as did four Republican senators - Bradford, Al Novstrup of Aberdeen, Jean Hunhoff of Yankton and Gordon Howie of Rapid City.

The other 17 Republicans opposed it on Friday, including two who originally had signed onto the legislation as co-sponsors, Gene Abdallah of Sioux Falls and Denis Schmidt of Rapid City.

The 14th Democratic senator, Julie Bartling of Burke, wasn't able to attend the Friday afternoon floor session. She voted for reconsideration on Monday, but Bradford's switch negated her support.
